I. CALL TO ORDER-Aram Bayzaee
Approved January 12, 2006 minutes, motion approved by board
II. REPORTS OF OFFICERS:
A. President’s Report-Aram Bayzaee
· Jim will change schedule in order to attend subsequent meetings
· A Rain Date telephone number is now available, the cost will be $10.00 per month. The number maybe access at 847-302-2076
· A hardcopy of a 1978 velodrome program was presented
· Presentation of a fund raise flyer, the purpose of the flyer is to stimulate donation to the velodrome while also providing complimentary gifts sent to donors as a thank (free tickets to attend the velodrome races where suggested)
· Requested a motion and approved to reimburse Marc for paying for the USA Org NCC Club annual dues out of his personal account
· Announced that the Women Symposium (part of the Chicago Bike Show) is cancelled
· Marco interjected and asked: Do we want it?, if so provide race schedule, t-shirts
· Nicole K. indicated that there was a lot of interest in the track in the 2005 Bike Show
B. V.P. of Rider Development-Chris Mailing
· Presented Rider Upgrade Policy
o A discussion ensued and further updates to the policy will be ironed out
C. Government Relations Director’s Report-Mark Harris
D. Race Director-Marcus Moore
· Presented race schedule highlighting that the Jr Invitational has been move to June 16-17
· Nicole Kemerer suggested that a safety clinic will be conducted for the young riders
· Other activities planned for that weekend include: community activities (for example: bike maintenance will be presented on June 17)
· Possible another event as Puma has made contact with inquires
· 2005 ROTY payout schedule was presented for discussion
· the race schedule will be completed and ready prior to the season opener (May 25)
· requested to privately speak to Brendan George (Alberto’s – ROTY sponsor) about the ROTY program
· a recumbent race maybe scheduled, Sean Costin represents a local chapter of a recumbent organization, July 7-8 has been suggested as a possible date for the Human Power Speed Challenge
· Dave Fowkes interjected and highlighted that recumbents cannot be on the track and mixed in with regular single speed/track racers

· Manfred indicated that Zengler can possible give an open box of safety pins
· The closing day picnic was discussed and there was a suggestion to borrow the “hug” roster from the NB Parks
· In the upcoming months there will be a focus to gain additional nightly sponsors
· Suggested that an expert/good announcer adds flavor to the track events
· Suggested that we inquiry for possible volunteers
· Funding for rider/race primes ($100)
· Dave Fowkes interjected by announcing that primes are not permitted for Cat IV and Jrs (under the age 10)
· Suggested a Program Task Force be created to layout the flyer
H. Treasurer and Finance Director - Marc Colbert
· Paid for the USA Org NCC Club Membership and requested a refund for $150.00 (paid on personal credit card); requested a motion and it was approved
· Received a $650.00 check from Elaine Nekritz to cover the sponsorship for Thursday, August 31
· Paid $43,603.00 to NB Parks and this was the last installment of fees for the resurfacing of the velodrome
· A request was put forth to add Jan Hincapie to the list of recipient of the board meetings
· $275.00 is owed to NB Parks for the 2005 Racing Season (ran by Peter J. and Kevin Perez); those nights were apparently not well documented
· Peter J. and Kevin Perez expressed an interest in running Tuesday Night clinics for the 2006 season
· All Tuesday Nights clinics were approved for June, July and August
· Presented the issue of a need for an accountant/CPA
· The NCC cost would be approximately $300, the accountant will be used to prepare the 2005 Tax Documentation
· Doug Pence was used for FREE in the past, however, there was a concern about his involvement once again with the NCC
· A vote will be needed for the $300 hire an accountant expenditure
· Announced that if we knew of anyone who was willing to help to send suggested names to Marc
· A needed to discuss and implement the 2006 payout schedule in advance to give the treasure time to stuff the envelopes with the cash payout
· Discuss, review and implement a payout for officials, this needs to be revisited as last season the NCC felt that once on good footing financially this could be a viable option
i. Possible increase fees to match full day fees (per USCF/USA Org guidelines
ii. Carl indicated that ATRA does not have a fee as they use ½ the rate suggested in the rulebook, T-Town pay outs a flat fee to officials
· Indicated the need to find a good announcer for the Thursday Night races, suggested we find a volunteer, several names (Kenny Lebay, Taco Ed) were suggested and there will be an on-going search for an announcer
· Questioned what will be the procedure for payouts when races are combined, possible look at changes for the 2007 race season
· Marcus interjected and mentioned that if races are to be combined Marc will get a “heads up” prior to the event, the Madison races was mentioned as an area where payouts were a concern
· Requested that a payout schedule be sent out prior to the event to the Treasurer (Marcus will send out e-mail will payout schedule prior to the event)

Cat P,1,2: 1st – $20 ; 2nd – $15; 3rd – $10 ;4th – $5; 5th - $5
Cat 3: 1st – $15; 2nd – $10; 3rd – $5; 4th - $5
Cat 4: 1st – $12; 2nd – $8; 3rd – $5; 4th – $3
Cat Women: 1st – $12; 2nd – $8; 3rd – $4

Based on this payout schedule - on a normal Thursday race night last season, $863 was withdrawn from the bank to stuff the payout envelopes.
Marco's comments:
1. In my mind, it's real important to have a good announcer at every Thursday race - so maybe we should think about offering more to the announcer.
2. As Chris Henning pointed out earlier, we should be thinking about "plan B" for the video official (just in case).
3. I would like to discuss what the payout should be for combined races and special races, like Madisons, for instance. Also, the envelope stuffing process requires advance planning - so it would help me greatly to know in advance when races are going to be combined. In other words - I would like to know the exact race schedule at least a week in advance, whenever possible.
